Web chat

It would be nice to have the chat accessible even on devices without W3C installed.
Access to chat from a web UI on w3champions.com using essentially the same authentication portal as the desktop client would be a great nice-to-have with a couple use cases.

1) Desktop client's access to chat is currently blocked while in game. This would allow us to use it while in game.
2) Chat from devices without W3/W3C installed. Would be dope if it worked on different form factors (phones).
